Melbourne transport management shakeup?

The following news item appears in the October 2002 issue
of "Tramways and Urban Transit" received yesterday (1 October 2002):

"MELBOURNE: The botched public transport privatisation will start to
be unravelled from 30 September, when new interim contracts come into
force. It is expected that Yarra Trams will take over M>Tram, while
M>Train will take over Connex/ V/Line is to revert to a management
contract until 2006. West Coast and Hoys will have their contracts
extended to 2006. It is expected that from 2006 the whole Country
passenger network in Victoria will be under unified control. In the
case of the tram companies it has been the failure to meet the
stringent operational performance requirements that have caused
continuing losses, and made the existing contracts untenable..."

Did this eventuate on 30 September?
