Can anyone tell us, authoritatively (i.e. not just speculation), exactly
what the terms of the leases are, and who really does own the track? I have
searched the Vic DOI, Yarra and M-Tram websites for this info without
success. Whenever new work or extensive relays are undertaken it is
presented as though the tram companies are doing it themselves and own the
results. Is it a design-build-own-operate-transfer (DBOOT) situation, or do
the companies just carry out this work on behalf of the real owners, the
public - like Stagecoach do with the trolleybus overhead here.

That would, I expect, depend very much on the terms of the lease. A
typical commercial lease will contain service obligations on both the
lessor and lessee.
