Design and build?

So that means NOT an "off-the-shelf" Citadis or Flexity? Or can
design just mean a signature on a plan altering one little
dimension? The does "build" mean "assemble"?

And is Siemens out of the race with their Combino as punishment
for their Siemens electric trains that have caused grief with
their braking problems?
