'design' - a new fibreglass moulding for the front to give a distinctive
look. :-)

Could the 'local content' be satisfied by just assembling a kit of
parts send out from the European factories ?. They do have some
experience with 'flat-pack' trams, sending parts off to be assembled to
get that 'local content' tick.

Speculating how much of a tram you could build OS, but still get the
25% 'local content'.

I'm sure they can fiddle the books by discounting the hardware (the body
built in a Euopean factory) and over stating the local labour costs to
fit it out.

(The Sydney Waratah trains for example - China builds the bodies and
bogies, and send a train out here missing it's interior fit out, cab,
traction electronics and air conditioning, but it is a complete enough
railcar that it can be towed from the docks to EDI's plant at Cardiff.
What EDI add at Cardiff to complete the train is 'local content').
