There was a 2'6" gauge horse tramway from 1901 which was taken over by
the Municipal Council and converted to 3'6" gauge in 1902, with a

Leonora might then justify Christchurch's claim of
being the first new Australiasian tramway in nearly 90 years. Maybe.

Again, Gelong, brand new electric system opened 1912, no trams at all
before that. 1912 to 1995 = 83 years... over 80 years, OK, but not
"nearly 90".

Is it true this municipal line used double-wire, like a trolleybus?

Yes.

Why?

For a short line with one car, it was probably less expensive than
bonding the rails and having the traction bonds stolen all the time,
which in a mining area would have been highly likely!
