I disagree with you. My reply was a considered one, based upon a 35-
year career in practical engineering and research, including hazard/
risk assessment and a long period of tertiary teaching in
mathematics, probability and statistics. Don't confuse the logic of
mathematics with the politics of "safety management" by public
servants who have vested (but usually unstated) interest in ensuring
the tenure of their own jobs. Frankly the idea of an actuary making
an on-site assessment is derisory and displays an ignorance of the
legitimate role of an actuary. The old saying 'garbage in gives
garbage out' applies here. One has to start with a good practical
assessment of the hazards/occurrence frequencies/consequences before
feeding this data to the mathematicians for preparation of advice to
their (insurer) clients.
