Melbourne route numbers (piggybacking on numbering system)

Amidst this flurry of information about Melbourne fleet numbers, it's time to
reiterate my question about the rationale of route numberings, which never drew
an answer:
I gather the numberings came into use during MMTB days rather than with the
predecessor trusts. So, why are most of the St. Kilda Road services numbered
like 4e whereas elsewhere they are grouped in decades, such as 42, 40 &c. Was
the numbering established at two different times?
For that matter, whatever happened to the 30s?
