Ah - the hazards of low resolution! The sign actually reads "No entry ...
except scheduled bus services only". Non-Stagecoach scheduled diesel bus
services could in theory use the tunnel (there aren't any on this route at
the moment), but not tour coaches or charter buses. Mainly to stop tour
coaches using it as a quick route to the airport, I expect.
I sent Don's Roseneath photos to Graeme Butler, the Stagecoach trolleybus
engineer, and he replied:
"I was about to query the dates - I hadn't realised that the 11-48 group of
BUT's carried the silver livery that late. At first glance I had assumed
that it was a photo of #39 in its "heritage" colours! A much closer
inspection on my computer screen reveals the fleet number either #43 or #45
(the last digit is not too clear) and it is carrying license plates "black
on yellow"."

As best I can make out, the one in Brent's contemporary picture reads "no
entry
except Stagecoach bus vehicles only" (a little redundant, but explicit!) but
the one in your 1973 pic is harder to decipher.
