I was employed as Manager for Tram Rosters (the buses already having
been hived off to respective private operators) until October 1997,
when the tram system was split in two to form Yarra and Swanston
Trams. The tile for this was Corporisation, preceding Privatisation.
(Incidently how many people are aware how clean and easy the decision
to form two operators was, with the only combined trackage - Routes
16 & 96 from St. Kilda Station to St. Kilda Beach (Acland St.)).
The reason for "two tram systems" was for the Government (known as
the Department of Infrastucture) to be able to "benchmark" one
against the other, and be able to say privately or publicly look haw
well so and so is doing. This also applies to Connex and NX suburban
rail networks.
I gained some interesting insight into private operator thinking as I
was employed for six months with one of the bidders (bidding for
Yarra, Swanston and Hillside, but not Bayside).
As an add on to this I had a history of the Tramways from cable days
until October 1997 published a few years back. For anyone interested
I know it is still available at the Raifan Shop, plus I think I still
have it in elctronic format on my computer.
