Its hard to imagine how a rubber-tired vehicle could be an
effective scrubber (or "rail grinder" in the US), even with a
hi-rail" set up.

Weren't the Melbourne scrubbers out almost every day in the
'80s?

Peter, those pix are of a "Suck Truck" or Vacuum truck, we already
have one of those, the scrubber puts carborundum blocks hard down
against the rail and is driven along cleaning and taking small
corrugations off the track, but it needs the cncentrated weight of a
tram to do the job properly.
