Fare Evasion

I'm not sure if the Melbourne tramway companies have made any headway with fare evasion,can anyone enlighten me?From casual observation they should have,there seem to be large numbers of uniformed staff on the system at most times.It does seem to me that at least some of these people,adequately trained,could be used to sell tickets along the lines of the zone conductors we used to have.At the moment they seem to cluster in intimidating groups and do bugger all except when they actually grabbing evaders which,I agree, is fair enough.Maybe too much stick and not enough carrot though.There is also the issue of impersonality,no human contact is necessary these days and zone connies would be a kind of shopfront for the companies.They would need to be well trained and have a large knowledge of the whole system.I would envisage them mostly working the city zones but maybe even some suburban busy spots,perhaps in pairs for a bit of added security.I think this would be well worth a try and involve neglible extra expense,at least some of these people are paid for by the State Government as I understand.From the employees point of view their jobs might be a bit more secure in the future.I said might.Any thoughts TDUs.Peter Bruce.
