Birney 30 provided the backbone of the service,
along with Birney 28 and Max traction bogie 25 at the beginning of the tourist
operation there.

There are a number of reasons. The main one was as a swap with an R or R1.
One of the deeper reasons is to break the Birney fleet up a bit. They have great historic value, and while it's nice to get a shot of all of them outside the Bendigo Depot, it's more sensible to store them separately. That's why they always keep one out at the gasworks.
