Well done Jack! ... and pretty close several others!
It was the temporary diversion to allow the Calder
freeway to be put under the Essendon Aerodrome ie
Essendon Airport :-) reserved track section.
It was late 1968 and you can just see the original
track in the background - soon to be removed and
replaced by a hole with a bridge over it.

reconstruction works near the corner of Keilor Rd

reserve. My guess is while the Calder Fwy was being
