Citadis - C Class

I must say that I have found it quite strange to see 3015 & 3016 in
service the last week or so, in plain paint with no markings at all
and the class number written in texta on cardboard/paper taped to the
inside of the front window. Looks VERY professional!
After testing the first few without markings - but with numbers - why
are Yarra rushing the C class into service looking like they just
arrived from the docks? Is there a delay in finishing the exteriors?
And is there a legal requirement to have the class number on the tram
- incase of accident etc ?
