Because the expectation was that they were returning. Indeed, the government
seemed to be at pains to keep saying things were being done to return the
trams, something that wouldn't have been reported in Sydney because editors
up there wouldn't have seen it as newsworthy to include.

If the government had have said that they were getting rid of them
altogether due to safety concerns, then I expect that you would have had
significant public debate about why, just like last time.
