Whatever the reason, the PRIMARY PURPOSE of the Melbourne tram system
is to provide cost effective public transport services to the
inhabitants of the city which the inhabitants find attractive enough
about to actually use.

Attracting tourists/railfans or operating heritage services/museums
etc are at best quite peripheral to the primary purpose, and unless
the citizens of the State of Victoria as a whole are prepared to pony
up the substantial costs associated with realising those peripheral
benefits, it just isn't going to happen under a privatised operating
structure.
