That's the Signal Station above the tram, the lighthouse is a few hundred metres further to the south.

The single track tram line is in side of road reservation and the South Head Lighthouse is behind the poles above the tram. A wartime concrete observation post is to the left. The single track sections were worked by staff and ticket in a similar manner to railway operation. Normally the tram would take the staff, giving it right of way to the next staff box, which in this case is the passing loop a short distance in front of the tram. The conductor would place the staff in the box and collect the staff for the next single track section.
