The section set in concrete is probably where the St Kilda Rd road carriageway will cross the tram tracks.

It would need to be stronger to take the traffic load.

I'm still at a loss to know how this will end up, but I suspect that easy access to the Shrine of Remembrance and the school may have been factors.
