I suspect a procedural problem. I would bet on it taking 5 hours to get
approval to block part of George Street with their truck and get an
'exclusion zone' approved and setup. 30 minutes to actually fix the issue.

In Melbourne the overhead crew just go right in a do what they need to do.

Is Melbourne still live working ?. Or has modern WH&S done away with that?
