As an existing customer, Barcelona would be easy to slip APS into. In
reality, for new orders across the EU, the common tendering rules mean that
bids must be openly sought from a range of manufacturers and price is the
highest scored criterion in the typical tender - bad news for those who
wish that technical excellence should be highly prioritised, it's not. So
the old loyalty to the domestic manufacturers in each country in years past
has been broken down. So we see Alstoms in Spain, but we also see CAFs in
France.
