Without wanting to steal Tony G's thunder, the answer is in the article:

"The proposed high-speed rail line would slash hours off the return
journey and has the backing of the Liberal National Party's 26 federal
Queensland MPs."

This has little to do with infrastructure planning and a lot to do with
party room politics.

The Melbourne Metro contract was signed off with no federal funding, but
the feds came to the table later basically because they were embarrassed.

Mal Rowe - in a state that regularly complains (like the others) that it
does not get a fair share from the feds.
