What I'm saying is that when the mall developers see that complete car-dependency is not working for them, they will move their investment to the alternative transport at their cost and risk. There's no obligation for the taxpayer to fund extending PT to serve a wealthy commercial development (unless the developer pays for it).

In any case, buses are more flexible at serving the catchment of the typical shopping mall which extends in all directions, or along several corridors from the mall. A fixed mode like train or tram will typically only service one corridor. Is somebody going to catch a tram from Parramatta or Rosehill to shop at Carlingford Court? At the most, a tram connection to Carlingford Court will only collect as far south as Dundas - just one narrow corridor in its catchment.

What the tram line will do is redirect any possible line of demand along the Carlingford rail corridor from Carlingford Court to Parramatta.
