The 'cover your arse' management style has struck. A memo has been
issued:

Temporary Procedure - Signal 27 & Lilyfield
Dear All,

In light of recent events, the following interim safety procedure
applies, until you are told otherwise.

Until further notice, All LRV Drivers are to radio the OCC at signal
27, and request permission to proceed into Lilyfield Stop. The OCC
is to audibly either grant or refuse permission to proceed. DO NOT
enter Lilyfield Stop without the ok from the OCC.

Further, all CSO's [sic] rostered to a tram are to themselves observe
the entry into Lilyfield Stop, every loop & be aware of the vehicles
speed, until it is brought to a stand safely. The CSO, where
possible, should position themselves adjacent to the Drivers closed
[underlined] door, at the front of the vehicle. If at any time you
suspect the tram will not arrive safely radio the OCC IMMEDIATELY.

This procedure applies to every loop, regardless of time of day, and
is to be adhered to at all times, without question. A failure to do
so can result in serious disciplinary action, possibly dismissal.

NOTE, the memo ends with a threat. Most CSOs have not been trained
to drive, rarely are there enough portable radios charged for each
CSO to have one, yet they have to make a split second judgement then
call the OCC, meanwhile if the driver is having problems ... its only
a few metres from the stop mark to the stop board.

So last week the DOC would authorise the driver to enter Lilyfield,
to change ends, and leave at xx:xx [time]all from one call from the
driver. A change of DOC, and oh no you don't, drivers will call in
at signal 27 and later call in at Lilyfield as usual.

And to top it all off the speed limit in Glebe tunnel has been
further reduced, its now 40km/h, no speed boards, no circular to
drivers, just the notation on the "White Board" and the In-cab
signaling stating that the limit is, as usual, 80km/h. Apparently a
driver was APTed severely, dobbed in by either a passenger or the
CSO. Many staff believe that a sure way to getting a quarterly bonus
payment is to dob-in their work mates.
