Thanks for this - I had assumed that the problem was a power issue.
I knew that Melbourne used the old St Kilda railway as a tramline so
I did not realise that the wheels were a problem. My question was
propted by the Newcastle situation. We were continually given the
impression that the railway to Newcastle could be replaced by a
tram. The railway is obviouly in good condition and electified and
therefore it could be simple to just run a tram and preserve the line
for the use of trains if the need arose (I was thinking of steam
trains at least as they are popular tourist trips).
