The main impetus seems to have come from a report prepared by S.A.
Maddocks, Secretary to the Commissioner of Police, after an overseas
study tour in 1929. This resulted in the Government of the day
enacting the Transport Act (1930) which established a Commissioner for
Roads (who was, not surprisingly, S.A. Maddocks) and the Metropolitan
(Sydney) an Newcastle & District Transport Trusts. Tramway assets,
except for power generation, and staff were transferred from control
by the Railway Commissioners to the relevant Trusts at that time.
This was apparently similar in nature to the legislation which had
been enacted for London, England, a short time previously.

The early '30s were a turbulent time in NSW politics, with Jack Lang's
Labour Government presiding over the first part of this time, and the
Stevens/Bruxner UAP/Country Party coalition gaining power for the
later part. So, the new "Roads" organisational arrangements underwent
a number of changes, culminating in the "Transport (Division of
Functions) Act" of November 1932, which established the Department of
Road Transport and Tramways, Department of Railways and Department of
Main Roads. This transport management structure was to remain
basically in place for several decades, until the Public Transport Act
(1972) in which a new order started to emerge with the formation of
the "Public Transport Commission of NSW".
