It would be interesting to get some information from the Melbourne
people who wrote the specification for the Citidas supply. Does
anyone have access to this? The technical stuff should be a public
document (whereas the commercial conditions may be sensitive). How
much did the Melbourne purchasers rely on specification documents
written by the supplier? To what extent were the documents written
(or modified) to cover Melbourne conditions? (We have already heard
about the driver/fail-safe/deadman controls which sound excessive -
were these really thought about and discussed prior to purchase? And
what about Melbourne track alignment - as distinct from European "new
system" trackwork which one would expect to be geometrically more
precise?)
I wouldn't be so scathing (yet) as to say "idiots" - more info of the
type above is needed before we make the accusation that technically
incompetent managers have taken over in the Melbourne transport
scene. I can only say that NZ took up the "free-market, managers-are-
god, everything-is-deregulated, and there-are-no-unions-anymore"
approach to running a country far more extensively and far sooner
than has Australia. We have learned from this and are further through
the cycle of return to balance than are the Aussies. But they will go
through it I'm sure and the worst is yet to come.
