That sounds like just appeasing the public/government. The citadis
came complete with seat bases. All that was "local" content was the
seat covers/cushions, ATM and AVM equipment, and the grab handles
that were fitted later. I think the A/C units were locally built
(read something about this, but can't remember) but shipped over to
be fitted before the whole tram was shipped back.

Interestingly in relation to the air conditioning, there was an article in
Modern Railways towards the end that mentioned how because British
manufactured railway air conditioning was pretty useless, high maintenance
and unreliable, they ended up sourcing some from Australia due to our
reputation for building decent air conditioning (of necessity!) for railway
use.
Could have just been an advertorial type article but it may also explain why
the air con was allowed to be part of local content.
Then again, given how useless the air conditioning is in the Citadis, I
guess Aussie air con manufacturers shouldn't be blowing their trumpet too
loudly just yet...8^)
