At the launch of the Combino, the Siemens rep made it very clear
that the size of the order did not warrant local building - but
indicated that a larger order would.

Splitting the new Melbourne cars between two different suppliers
with little interchangability of parts will probably prove to be a
problem in the future.

Having said that, there was apparently some local content in the
cars as part of the contract.
