I believe the then Premier of Victoria <R.Hamer> had the casting vote which saved the system.My brother was told this by Vernon Wilcox,a former transport minister.

Had Henry Bolte remained premier the system would have closed.Same would have applied had Arthur Rylah succeded Bolte as premier.
