Insurance policies fall due for renewal on the anniversary of when
they were taken out.... and what date they were taken out depends on a
bunch of business factors. Not all policies come due at the same
time, so it is possible that some operators still have cover under an
existing public liability policy with some time left to run which
enables them to perform charters, while others have been faced with a
reappraisal of their activities because their public liability
insurance policy has fallen due for renewal.

The same thing is happening with many community organisations, as
well.... some still conduct certain activities while similar
organisations have had to stop them.

Again, this is just a generic factor to consider as part of the bigger
picture of multiple operators doing business in the same industry. I
don't have specific information about M>trams or any private bus
operators in Melbourne.
