Probably because the route number doesn't fit. There is 24 West End
LaTrobe St and 31 West End Collins St (iirc) in the same line of
destinations.

Other destinations without a route number include:
Kew Depot (larger font)
Southbank Depot (same font as the ones above)
Melbourne City (larger font)
Colonial Stadium (larger font)
