The companies do not have to pay for things such as this.   It is a scheduled public event and nothing can be done about it.   In the event of a third party causing a delay (eg, a 2 car accident blocking tracks for 30 mins) the company will put in an application explaining why they should not be fined, providing sufficient details are given such as car rego's, police member number, etc, etc.
