That is the O-Bahn system, a guided busway system where the track also
mechanically guides the bus. In Brisbane I understand the busways are simply
roads where other traffic is excluded (as in their underground bus station)
and the buses are manually steered. They would actually be easier to convert
to light rail than the O-Bahn, and bus and LRT could share the right of way,
as in Pittsburgh.

Actually these busways are not paved. They only have paved tracks. I
don't think that it would take anywhere near as much money as starting
from scratch. See the attached picture.

Sounds unlikely considering the cost of building paved busways is
already high enough that you wouldn't want to later spend more on
converting to light rail. If they started with light rail then it
would
have been cheaper than the busway to start with.
