The tram system actually works quite in peak travel times too, especially in
the direction of traffic flow..
The Z1 (and Z2?) trams are to be scrapped or sold, so I guess it is not
worth spending the money on any renovations or repaints. Some are extremely
shabby.
The Z3's are being progressively refitted and painted.

You've a wonderful tram system in Melbourne, a most civilized way to
get around outside of rush-hours. But why are the Z cars so shabby and
