Poles on modern cars

I believe the tram breakdown truck carries a short two piece trolley
pole which fits onto a pantograph base.
When the first of the B2's were entering service, I saw one of these
cars running up and down the test track at Preston shops with this
pole fitted.
As soon as I find the picture I will post it.
I see no reason why the bases which have been left on all the Z,Z2,
Z3 and A class cannot be used for a pole at any time.......Otherwise,
why were the bases left in situ ?
