Route 48 diversion

Saw an A (all over advertising for Citipower: no external number
visible) operating on route 48 inbound at Spring Street at 1311
today. Full seated load so obviously a service diversion. Anyone know
why? Trams in Wellington Parade (both As on route 48 and B2s on route
75) appeared to be operating normally from my vantage point at
Treasury Place.
