Was Chicago under one ownership? I was thinking of 'unified' systems, such as London (eventually owned and operated by one entity), and Leningrad/Sydney (always under a single owner/operator).
 
In terms of cable trams, Melbourne is often regarded as having the largest single 'system' in the world, although it is possible that Chicago was larger in physical terms, although there were a number of operators, I presume most of whom were in competition?
