Docklands line & Kingsway/Sturt Junction

Hello All,
I crossed over the Kingsway/Sturt St Junction today, the turned in
the new junction seem to have been filled, don't know how a tram will
get around them with out derailing.

What is the go with the waterfront line? It was put in ages ago,
overhead and all, but trams are blocked from using it. In fact, the
entire section has been covered over with pebbles. What was the point
in building this section of line if there is no intention of using it?
