Almost certainly they would have been the ex-cable bogie trailer
trucks which were used to move cars around Preston when they were
without their own (powered) trucks.

I'll see if I can find a pic of those. I understand that some of
them were later given to the TMSV and now sit under a recovered
bogie cable tram trailer at Bylands.
