1 man or Tourist?

The attached pic show Y 469 when it was launched in June 1927 and is from the Argus newspaper.
469 was arguably the most advanced tram design in Australia at that time - a design that was not repeated until Adelaide's H1 car 25 years later and on the Z1s in Melbourne 52 years later.
It had one major problem - it was described in the caption as a "one man, two man safety car".
The Tram Union was already in dispute about the X1s - one man 'safety cars' built in the same year.
It was not long before the Y was designated as a "Tourist Tram" and the construction of the subsequent Y1 class in 1930 was truncated after only 4 cars were built.
