Tram services disrupted

I noticed yesterday afternoon there were brief disruptions to the
tram services in the city area because of a protest "invasion" by
motor cycle riders.
At one stage I saw a police car parked across the tram tracks at the
Spring and Collins Streets intersection while an officer "directed
the traffic" [of motorcyclists]. The protesters effectively halted
tram services for a time.
Does any other city in the world allow itself to be disrupted in this
way? Decent law abiding people [such as those that contribute to this
list] are prevented from going about their business by these
disruptions. I gather marches and protests are quite common at the
weekend; not that I go into town much on Saturdays and Sundays.
And who pays the fines for the tram operators not being able to
provide their advertised services in these cases?
