Are both tracks used by
freight trains - i.e. the trolley track is used for freight at night, as I
understand is done in Seattle? That would account for the high overhead and long
pole, particularly if it has to clear double-stack trains.
I am interested in these
examples because it is part of my mission to get vintage trams sharing
existing rail tracks on Wellington's waterfront.

It's not part of the trolley. It's a railroad track.
