Maybe it would be seen as Y not providing a service as a means of
profit? ie: Delay their own trams, get charged by the gov for not
providing service, pass the bill to M plus an "admin" fee. If this
was the case I'm sure there would be fines for this, therefore, it
would be in the interest of Y to clear the track and charge
a "removal and services" fee.

A more interesting question would be, how would the fines be paid
if
a M>tram tram breaks down (say at Casino) and holds up route 96,
109
and 112 trams? I think YT would bill M>Tram for the fines that it
incurs. Also, would a) YT send someone to fix it and/or shunt it
out
of the way at Southbank Depot or b) M>Tram send someone to fix it?
