That would be the same wankers that are responsible for scores of W class trams slowly decaying with little prospect of ever seeing Melbourne's rails again, yet withholding them from other tramways systems around the world that would have put them to good use?

AFAIK the National Trust objected to the amount of
conversion done to the tram which effectively killed
off its completion.
