It has been long established that a "real" PCC is a car built to the
Transit Research Corp patents (whether licences fees were paid or
just ignored). The place of manufacture of any of the components is
irrelevant.

As such M&MTB 980 was a thoroughly "real" PCC, though the crippling
of its performance to match the more sedate pace of the conventional
M&MTB trams of the time has always made me feel it has a
somewhat "erzatz" nature to its PCCdom.

A pure PCC has to be built using as much of the ERPCC spec. as
possible

The overall ERPCC spec as you call incorpoates a whole bunch of
characteristics which were existing practice in the US (and other
places) at the time it was developed, such as the "Peter Witt" style
passenger flows etc etc, which have nothing particularly to do with
the patentable operational technology which is what primarily defines
a PCC car.
