So by your definition, the hundreds and hundreds of Chicago USA PCCs
weren't PCCs until one-manned in the early 1950s? That's when they got
foot pedal control rather than the hand controls.

St. Louis Car Company had no difficulty recognizing Melbourne 980 as a
PCC when it had B3 trucks fabricated and shipped out for it.

On the other hand, apart from North America (ie US, Canada, Mexico)
and Europe (including the USSR's Asian empire), what other continent
had a car which had even the remotest connection with PCC technology?

That is to say, if you look elsewhere than N. America or Europe, there
wern't any PCCs, except for 980. So why exclude her? Hand controls?
(see above) Body style? Plenty of European PCC cars that didn't have
US body style or even US-derived body style. To me it's only the
ERPCC/TRC-patented equipment that makes the car a PCC, not the body.

You should post this provocation to the Yahoo PCC trolley group and
get their response--mind you, a good many of that group are members of
this group too.
