Does anybody know why a beautiful photo has this mottled effect, and how to cure it?

An as new shot of a Z will make a very good comparison to the 2002 shot- gone is the orange paint, trolleypoles and flip over destination signs. I hope they have kept a Z in original condition - today's garbage, tomorrows history and all that!
