It doesn't look like it. The relevant sentence in the Victorian
Transport Plan (p79) is:

"Each will be able to carry more than 200 passengers, significantly
greater than the older trams they will replace."

So it appears there will be no increase in the number of trams, but
they will offer more capacity.

What's not clear is how much of the $1 billion is the tram purchase,
how much is maintenance and running costs, and how much is related
infrastructure (eg depot upgrades).
