It appears to have a been a BIG help that they employed a German
consultancy who used the German BOStrab standard as their working base.

Unlike Sydney who engaged a US based heavy rail consultancy to advise.

 I'm sure the tram tracks down Allison Road could take 35tonne axle
load iron ore wagons with ease. There is enough concrete and rebar under it.
