Hmmm. Sydney punches well above its weight in terms of numbers carried for ;length of network. Does this mean it should, perhaps, have been built as part of the heavy rail/metro network? What would be the working threshold of patronage for that to have been considered?
I don’t know whether you would analyse in terms of passengers/kilometre, or some other measure.
